I understand that Tag Office and DMV visits are definitely a "your mileage may vary" situation, but even through an objective lens, this was by far the best service I have ever received at a state agency. Tax, tag, title, and registration, done in just a few minutes. Total time, including standing in line... between 15 and 20min. Visit was on a Friday around 11am. Short lines on both sides, prompt and friendly clerks, small convenient location that is divided into two areas for the different services offered. More clerks on hand in this small office than were available at the larger location on E. Independence just up from Harris Blvd. The lines have always been horrible at that branch. Keep in mind that much of the information that can make your visit quick and easy is available on the DMV website, or by calling the customer service line. I spent less than 10min on my call at around 9am on a Friday, and was prepared with everything I needed. So do your research first, and don't expect the clerks to be able to make exceptions because you didn't have everything you needed.
