Well, I can tell you this, the HR guy, Nick Hansen, seems to know more than the hiring manager about who is technically capable or not. It really trips me out that all I ever get from these guys is, "we need to hire someone who can hit the ground running." Just amazing to me that HR makes technical hiring decisions that could really be bad decisions and yet the hiring manager may actually be interested in my background and work ethic. Not to mention that I'm sure I could hit the ground running and not just be dead on arrival. I have talked to several folks in this industry that although there have been some years since working in the industry, they (engineering manager in particular) would love to have me work for them. But the Gen Xers and the Millenial HR folks are the road block. And what do they know about engineering anyway?
